That’s exactly what happened when I had a brief yet inspiring encounter with Engr. Eliseo Rio Jr., a man whose legacy speaks volumes about leadership, innovation, and dedication.
Eliseo Rio Jr. is widely recognized for his pivotal roles as the former Secretary of the Department of Information and Communications Technology (DICT) and as a Commissioner of the National Telecommunications Commission (NTC). Beyond his stellar career in government, he is also a proud graduate of the University of the East (UE), a fact that resonated deeply with me during our conversation.
